The Site and Building Assessment Tool is an online technical application developed by 100 IT Services (Chris Devriese) for the European Union Agency for Asylum (EUAA) to support authorities and practitioners across EU+ Member States in evaluating potential reception locations for asylum applicants. Its main purpose is to provide a standardized and user-friendly method for assessing whether a site or building — including its infrastructure, services and safety conditions — is suitable to host individuals in need of international protection.
The tool guides users through a comprehensive set of criteria covering site layout, infrastructure, access to essential services and environmental conditions. It enables assessors to document findings, attach media, generate detailed individual and comparative reports, and make informed recommendations about a location’s suitability. This helps national authorities, planners, architects and reception practitioners make objective decisions when identifying or preparing facilities for reception.
The tool was developed as part of the EUAA’s broader efforts — under the Common European Asylum System — to enhance reception standards, harmonize approaches across Member States and support efficient, quality-driven reception planning. It strengthens the technical capacity of stakeholders involved in reception and contributes to better-informed strategic planning and operational decisions.
On a technical note: the Site and Building Assessment Tool has the ability to store data into the browser using storage methods like indexeDB, local and session storage, including images, video’s and assessment data, without the need of a back-end database (it was prohibited to centralize data storage) – quite a challenge – but accomplished – happily meeting the deadline and all criteria.
